2026 Supplementary Budget:
National Council says yes after gains on jobs and housing
Monaco’s National Council adopted the 2026 Supplementary Budget in public session on 15 October 2026 (13 votes in favour, 5 abstentions, 2 against), after obtaining from the Government progress on two priorities: National Priority in employment and housing for Monegasques.
A vote secured after the suspension of the debates
The budget debates had been suspended a week earlier, with the National Council criticising the Government for rejecting all of its proposals. Discussions resumed between the Assembly and the Minister of State, who adjusted his positions on both issues.
Before the vote, the President of the National Council, Thomas Brezzo, summed up the situation: “The Assembly did not win against the Government, and the Government did not yield to the Assembly. It is Monaco that moves forward.”
Employment: measures to strengthen National Priority
The Government announced several measures intended to better guarantee the application of National Priority, both in recruitment and in the career progression of Monegasques:
- the creation of a commission bringing together the Government and the National Council, to support Monegasques facing difficulties in their professional path;
- the systematic publication of recruitment notices for senior-category posts in the civil service, so that Monegasques can apply;
- the appointment of a referent attached to the Minister of State, responsible for drawing up an annual review of the application of National Priority, to be presented to the National Council.
The National Council says it will pay particular attention to the swift implementation of these measures and to the effective role of the new commission.
Housing: construction of state-owned apartments to continue
On housing, the Government has committed to continuing, going forward, the regular construction of state-owned (domanial) apartments. For the elected members, it was inconceivable to significantly call into question the ambition set in 2019 in the National Housing Plan, at the risk of seeing the shortage return.
The shared objective is to house 75% of Monegasques in the state-owned sector. According to Maryse Battaglia, Chair of the Housing Committee, this must now translate into the programming of new state-owned operations, in addition to those already under way.
What this means for jobs in Monaco
These measures primarily concern Monegasque nationals, who benefit from National Priority. They fall within the scope of the civil service and state-owned housing, and do not change the recruitment rules for private-sector companies.

Next milestone: the 2027 Initial Budget
The National Council stresses that the 2027 Initial Budget will be a decisive milestone for putting these commitments into practice.
