Temporary Employment in Monaco Slows in 2025 but Remains at a High Level

After several years of strong growth, Monaco's temporary employment market slowed in 2025. The decline is mainly linked to the completion of several major construction projects that had significantly boosted demand for temporary workers in recent years. Despite this downturn, temporary employment remains an essential part of Monaco's economy and continues to stand well above pre-2023 levels.

Turnover Falls by 16.4%

The Principality's 18 temporary employment agencies generated €269 million in turnover in 2025, compared with €321.7 million in 2024.

This 16.4% decrease reflects the slowdown in activity, particularly in the construction sector, which remains the largest employer of temporary workers in Monaco.

Fewer Employees and Fewer Hours Worked

At the end of 2025, temporary employment agencies employed 6,458 people, including their permanent staff.

This represents a 17.3% decrease compared with 2024, equivalent to around 1,350 fewer employees.

The overall workload followed the same trend, with 8.5 million hours worked, down 23.8% year-on-year. Despite this decline, activity levels remain higher than those recorded before the sharp growth experienced between 2023 and 2024.

Construction Remains the Main Driver of Temporary Employment

Even during this slowdown, construction continues to dominate the temporary employment market.

In 2025:

• 40.3% of all temporary assignments were in the construction sector;
• construction accounted for 69.6% of all days worked by temporary employees.

The accommodation and food service sector remained the second-largest user of temporary workers, although assignments are generally much shorter.

More Than 47,000 Temporary Assignments

Temporary employment agencies completed around 47,000 assignments during 2025.

The total number of working days reached nearly 2 million, compared with approximately 2.6 million in 2024.

This reflects lower demand for temporary labour, particularly as several large-scale real estate and construction projects reached completion.

A Key Sector for Monaco's Labour Market

Despite the decline, temporary employment continues to play an important role in Monaco's private sector.

Companies rely on temporary workers to:

• respond to seasonal or short-term increases in activity;
• strengthen teams for specific projects;
• recruit qualified professionals quickly.

For job seekers, temporary work often provides an excellent pathway to long-term employment in Monaco, particularly in construction, hospitality, logistics and business support services.

A Correction Following the Record Year of 2024

The latest IMSEE figures confirm that the slowdown in temporary employment was widely expected. The completion of major construction projects has naturally reduced the demand for temporary workers.

This trend also explains a significant part of the slight decline in Monaco's overall private-sector employment in 2025. Nevertheless, the Principality's labour market remains exceptionally strong, with nearly 65,000 private-sector jobs, making 2025 the second-highest employment level ever recorded in Monaco.
